The Minns Labor Government will unlock a significant parcel of unused land to deliver an estimated 2,300 homes in a Western Sydney growth corridor which has been locked in bureaucratic limbo for more than 10 years.
“The Minns Labor Government has made housing the number one priority. The Rydalmere site has been sitting vacant and unused for more than a decade,” Minister for Lands and Property Steve Kamper says.
“We will deliver a new integrated residential precinct to help address the housing crisis while delivering important social infrastructure and services for this growing region.
“We want to build better communities. Rydalmere will be a connected community with access to extended Parramatta Light Rail network, schools, sporting facilities and all within easy reach of the Parramatta CBD and Westmead health and innovation precinct.”
The NSW Government plans to rezone the 19.4-hectare site on the corners of Victoria Road, James Ruse Drive and Kissing Point Road at Rydalmere, as part of the NSW Government’s $6.6 billion Building Homes for NSW program to deliver 30,000 homes across the state.

The Rydalmere site was identified by the Minns Labor Government’s land audit, prompting government agencies to end the bureaucratic back and forth and unlock the site for the future delivery of housing.
Pending approval, the proposed rezoning will deliver a diverse range of housing, open space, including accessible bushland reserve alongside Vineyard Creek, commercial and retail space, and a new internal road network.
“People want to live close to where they work so the development of this Rydalmere site will provide a great opportunity to plan a new residential precinct close to the Parramatta CBD, that includes the parks and social infrastructure a new community needs,” says Member for Parramatta Donna Davis.
“This Rydalmere site has been in mothballs for far too long but now we can realise its full potential to provide a variety of housing that suits the needs of future generations.”
“We will look to accelerate urban renewal and the provision of housing choice, including Silver Standard accessible homes within the Greater Parramatta area.”
The site is located on the doorstep to Parramatta’s CBD, Western Sydney University’s Rydalmere campus, Westmead health campus, and the Yallamundi stop on the new Parramatta Light Rail.
The Rydalmere site includes a former residential care facility for people with profound disability which has been earmarked for divestment since 2008 and the former Macquarie Boys High School which closed in 2009.
The new development will recognise the site’s history and will provide accessible housing as well as community infrastructure, extensive green open space and rehabilitation of native flora and fauna along Vineyard Creek.
PDNSW will undertake a market sounding campaign to secure a development partner to assist in delivering Government’s objectives for the precinct, which includes the delivery of approximately 2,300 homes from 2028, contingent on planning and regulatory approvals.
This is all part of our plan to get more homes built for families in well located areas, close to public transport. The EOI campaign will conclude on Friday 14 February 2025.
